Why Gateway 3 is the hardest gate to retrofit

When building work on a higher-risk building is completed, the client must apply for a completion certificate. Two facts define its commercial weight:

Gateway 3 is therefore not a paperwork coda — it is the audit of everything that happened between approval and completion. Teams that ran loose change control are effectively re-doing their compliance case under occupation deadline pressure.

Full and partial completion certificates

TypeWhen it applies
Full completion certificateRequired when a project to construct a new HRB — or to carry out building work to an existing HRB — is completed.
Partial completion certificateThe application must follow an approved partial completion strategy. Submit the strategy with the initial application where possible; adding one after approval is a major change requiring BSR approval. Changes to an existing strategy also go through change control.

Plan partial occupation at Gateway 2 where possible. If approval was granted without a partial completion strategy, adding one is a major change requiring BSR approval before the affected work proceeds. This is one of several reasons the Gateway 2 pack should be built with handover in mind — see our golden thread article.

What the application must contain

Per BSR's guidance (27 March 2025), a completion certificate application includes:

How BSR assesses the application

BSR will:

The certificate is issued where BSR decides the completed work complies, the required documents are complete and accurate, and handover to the Responsible Person / accountable person has happened. Otherwise the application is rejected — with the same review and First-tier Tribunal appeal route as Gateway 2. BSR will also not issue a certificate while charges related to the building control approval application remain overdue.

The golden thread handover, revisited

The handover statement in the application confirms what our golden thread article describes in detail: the client must provide the accountable person with all information used for the building control approval application, all information provided for the completion certificate application, and the certificate itself — in a format the recipient confirms they can use, with relevant fire safety information going to the Responsible Person. From there, the building's record-keeping obligations pass to the accountable person under section 88 of the Building Safety Act and SI 2024/41.

Why Gateway 2 discipline pays off here

Every failure mode we track at Gateway 2 has a Gateway 3 echo:

Gateway 2 weaknessGateway 3 consequence
Documents submitted as an unnavigable dumpLatest-version reconstruction under deadline pressure.
Changes managed outside the change control planA change log that doesn't match the as-built reality — visible in BSR's comparison.
Product substitutions undocumentedSpecification discrepancies discovered at inspection.
Dutyholder turnover without recordsMissing compliance declarations from departed PDs/PCs.

The practical conclusion: Gateway 3 readiness is not a handover-phase task. It is the cumulative result of how the application was built, how requirements were discharged, and how changes were controlled. The Application Information Schedule discipline extends naturally to completion: every agreed document, at its current revision, mapped and owned.

Frequently asked questions

When do we apply for the completion certificate?

When the building work is completed — full certificate for a completed project, or partial certificates in accordance with the approved partial completion strategy, including any subsequently approved major change.

Can residents move in before the certificate is issued?

For first occupation of a new residential HRB, obtain the applicable completion or partial completion certificate and register the building. Existing occupied buildings and transitional cases have different circumstances; do not apply this as a blanket eviction rule.

What exactly does BSR compare?

The original documents from the building control approval application against the latest updated versions — plus the change control log, all changes submitted during the build, and a physical inspection of the completed work.

Who signs the compliance declarations?

Each principal designer and principal contractor appointed on the project confirms they fulfilled their building-regulation duties; the client signs the confirmation statement and the handover statement.

What if the application is rejected?

BSR will not issue the certificate. You can request a review of the decision, and appeal to the First-tier Tribunal if still dissatisfied — follow the decision letter and obtain advice on the appropriate response and any review or appeal deadline.

Discuss your submission

Ask about a document readiness review against an agreed scope. Customer intake opens after service qualification and an accepted engagement. Gate Zero does not provide BSR approval or design certification. Please do not attach submission documents to your enquiry.
